Having spent a couple of minutes tracking down the Reverend Fred in wikipedia, it appears he's actually a minister of the Congregational church, which is a more evangelical and fundamentalist form of Protestant Christianity than the Church of England (not that this is saying much), although later in his religious career he was tending toward Methodism. He's also a NSW state MP rather than a Federal one, which doesn't stop him issuing press statements to the national media. He's known to be anti-Muslim, anti-homosexual and anti-Green (as well as being the wowser's wowser, and a right-wing reactionary old whatsit to boot) so the diatribe he's quoted as giving is perfectly in character.
Basically, the self-righteous windbag is issuing a press statement with a touch of controversial material in it because he wants to get a bit of publicity, and because it's a guaranteed way of getting his name in the papers. For which the Australian media (may some god bless them, for I certainly won't) may be blamed.
