I was bullied in primary school, due to being moved into a vertical form where I was often doing the same work as the older children in the class. It lasted the two years it took for all of them to move on to intermediate, and despite the teachers knowing that it was happening, nothing was ever really done about it. The most common advice from them was 'just ignore them and they'll go away'. I think after awhile I started translating it as 'we don't know what to do, so we don't want to know'. And its depressing to watch the news and realise it's pretty much the same now.
