Yeah, I'd be VERY happy if people had to get a permit for garden powertools - that you had to get a letter from your Dr saying that arthritis/pain prevented you from doing it by hand.

And that's why headphones/earbuds and soothing music were invented. It's the only thing that makes the noise bearable (add trains 300m away every 15 minutes and highway noise 200m away here as well)...
