There's an interesting (for values of "interesting" which translate to "oh help!") line in there about the way the card has been tested out in the UK on asylum seekers - "Asylum seekers are a testing lab for how we treat those we don't care about."
If this holds true for the Australian experience, I suspect we'll see unemployed people (one of the demonised groups in Australia at the moment - our government is doing their level best to paint asylum seekers and Islamic terrorists as the enemy without; unemployed people and women in headscarves are the enemy within) being separated out from society even further than they are at present - "work for the dole" camps, maybe, out in the middle of nowhere.
